John Means brings deep experience in affordable and supportive housing development to his role as Senior Project Manager at Brisa Development Partners. With a background spanning both nonprofit and for-profit development, he leads complex, multi-phase projects from entitlement and financing through lease-up and conversion, including HomeKey sites, tax-credit developments, mental health financing, and large-scale permanent supportive housing across California.

At Brisa, John helps guide the firm’s development pipeline while supporting partners in managing public grants and navigating California’s layered funding landscape. Prior to joining Brisa, he served as Senior Project Manager at Meta Housing Corporation, where he led the closing and implementation of major projects across Los Angeles and the Bay Area. He brings more than eight years of hands-on experience working with programs including AHSC, HCD, HHH, IIG, and No Place Like Home.

John is known for his ability to manage technical complexity with clarity, push projects forward, and serve as a steady partner to public agencies and mission-driven developers working to deliver housing that meets critical community needs.
