Brisa is proud to support the transformation of the 17-acre Balboa Reservoir site into a vibrant, mixed-income neighborhood delivering 1,100 new homes in San Francisco. With a focus on deep affordability, at least half of the units will be affordable or workforce housing with dedicated set-asides for families and City College of San Francisco faculty and staff. Brisa’s role was to layer in public financing including AHSC and IIG to fund the massive infrastructure investment. Brisa was able to secure massive investments by the California Housing and Community Development Department (HCD) which funds affordable housing, bicycle/pedestrian infrastructure, improvements to the SF Muni nearby, and underground utilities to serve the new residential expansion.
The project is being developed in collaboration with AvalonBay Communities, BRIDGE Housing, Pacific Union Development Company, Mission Housing, and Habitat for Humanity. The master plan was designed by Van Meter Williams Pollack (VMWP), in partnership with Pyatok and GLS, with an emphasis on sustainability, livability, and neighborhood connectivity. The project features a two-acre central park, pedestrian-first infrastructure, and LEED Gold standards across buildings. As a model for inclusive, climate-responsive neighborhood-scale development, Balboa Reservoir reflects Brisa’s commitment to helping cities and mission-driven partners bring complex projects to life.
